response to Chadwick’s 1842 report on the sanitary conditions of the labouring population of Great Britain:
- A General Board of Health was set up in London. It could create Local Boards of Health if 10% of the local ratepayers asked for one or where the death rate was above 23 per 1,000 of the population.
- Local authorities were given the power to set up Local Health Boards, to control water supplies, sewage etc
The General Board of Health was given virtually no power to make Local Boards of Health act + local authorities were not forced to set up Local Health Boards. only 1/6 population covered by local board of health by 1851. but represented the first time that the government had taken the initiating role in the area of public health.
