Development planned in conjunction with creating a 1-way system in the town center – resulting increase in traffic along fore shore.

The procurement process was simplified for a below threshold services contract, meaning the Public Contracts Regulations 2015 did not apply, the tender process instead complied with the Construction Procurement Sub Economic Tendering in Professional Services Contracts guidance, produced by the Northern Irish Central Procurement Directorate.
