One of the two stab trim brakes failed to release when trimming with the stab trim switched

Trim rate is 1/2 normal

Can still get full rate with trim levers

Inhibited with autopilot engaged or Mach/speed trim system trimming

If inflight and lever is ARMED, speed brakes could extend if additional fault occurs
