To be able to offer help to victims who are easily identifiable, but not to those that aren’t easily identifiable.

It is not clear which of the two factors are driving this effect (is because we have personalized info about the victim or does it come from the fact that the victim has a specific identity).
How could the identifiable victim effect be rational?
If the personalized info you have about the victim can help you make a logical definition as to why your empathy and consequently your help would be warranted and useful.
