Diem
A
Diem came became leader of South Vietnam in 1955. He was hated - used repressive methods (arrested and executed communists in the South - By 1959 he’d reduced number of activists from 10,000 to 2,000) and refused any reforms especially land reform.
He faked election results - claimed to have won by 98.2%

Ho Chi Minh - ‘Uncle Ho’
A
HCM was more popular than Diem. His nationalism and reforms were respected by everyone - huge amounts of support in the North and South. He also had a buddhist background like most Vietnamese.
However, arguably equally ruthless - 1960 he executed 60,000 for rebelling against him.
