ORS 811.145….failure to yield to an emergency vehicle or ambulance if an ambulance or emergency vehicle that is using a visual or audible signal if vehicle fails to do any of the following…?
(a) Yield the right of way to the ambulance or emergency vehicle.
(b) Immediately drive to a position as near as possible and parallel to the right-hand edge or curb of the roadway clear of any intersection. (c) Stop and remain in such position until the emergency vehicle or ambulance has passed.
ORS 807.570 … failure to present and carry
(a) Drives any motor vehicle upon a highway in this state without a license, driver permit or out-of-state license in the person’s possession; or
(b) Does not present WHEN...(A) Upon being lawfully stopped or detained when driving a vehicle. (B) When the vehicle that the person was driving is involved in an accident.

803.505 Failure to carry registration card; penalty.
The owner of a vehicle that is registered in this state commits the offense of failure to carry a registration card if the owner does not place and keep the card in or on the vehicle in a manner that makes it readily available for police inspection upon request.

what can you offer the violator to get rid of the ticket?
tell them they can show the court proof they had insurance the date and time they were stopped and the violation SHALL be dropped by the courts.
