-1924 Quota law reduced the number to 2% based on the 1890 census, which included fewer ‘new’ immigrants.
-The purpose was to tilt the balance in favour of immigrants from northern and western Europe, which was assigned 85% of the total. The law completely excluded people from Eastern Asia.
