3 pronged policy:
- Strengthen traditional doctrine - authority of papacy
- Against communism - new relations between church and state
- Grow church in western world - social justice; Christianity grew in Africa and Latin America

Causes: affluence, security, education, tolerance, convenience, new relationship between church and state
Evidence: Spain- divorce, abortion, stem cell research, opt out of Lutheranism, Catholic education optional, less people at church, less children and marriage
Eastern vs Western Europe
Western: declining religion bc consumerism, materialism, security; tolerant of LGBT
Eastern: high religion bc recent freedom from communism and less security (which was anti- religion); taking advantage of freedom
