Stopping Vehicles

S.163 Road Traffic Act 1988:
A person driving a mechanically propelled vehicle on a road must stop the vehicle on being required to do so by a constable in uniform (or a traffic officer).

CHARACTERS 1-5: These are the first five characters of the driver’s surname and if it’s less than five, it’s filled up with nines
CHARACTER 6: The decade digit from the year of birth. For example, 1983 would be 8
CHARACTERS 7-8: These are the month of birth, so December would be 12. For female drivers, the seventh character is incremented by a 5 – so 51-62 instead of 01-12
CHARACTERS 9-10: The date within the month of birth – this would be 01-31
CHARACTER 11: The year digit from the year of birth. For example, 1993 would be 3
CHARACTERS 12-13: The first two initials of the first names – if driver has no middle name, the character is replaced with a 9

S.164 (1) Road Traffic Act 1988:
The driver (or supervisor) of a motor vehicle on a road, or who you have RGB was the driver (supervisor) at the time of an accident or an offence relating to the use of a vehicle on a road, was believed to have been committed must, on being required by a constable, produce their licence for examination to ascertain name and address of holder, their date of birth and issuing authority

Section 103(1) Road Traffic Act 1988:
A person is guilty of an offence if, whilst disqualified from holding or obtaining a licence they drive a motor vehicle on a road
or obtain a licence.

A police officer in uniform has a power to seize motor vehicles that are suspected of being used on roads without insurance or by drivers without valid driving licences.

It is an offence for a person to use on a road at any time, or cause to be used, or permit to be used a motor vehicle without a valid test certificate.

S.29 Vehicle Excise and Registration Act 1994:
The registered keeper of a vehicle is guilty of an offence if it is unlicensed unless:
He is no longer the keeper and has notified DVLA. He is the keeper and has made a SORN declaration. The vehicle is stolen and reported as such. He renews the licence within 1 month.
