31 July 1794
Moderate Dantonists and members of ‘the Plain’ filled the spaces on the CPS and CGS. This change demonstrates the movement towards a more moderate approach.
1 August
Law of 22 Prairial was repealed and many who had been imprisoned were released.
Fouquier-Tinville, prosecutor during the Terror, was arrested.
10 August
Revolutionary Tribunal was reorganised and alternatives to the guillotine were used. Exiling people to Guiana, South America, was now preferred.
24 August 1794
Law on Revolutionary Government decreased the power of central the government:
• One revolutionary committee (RC) per département
• 12 RCs in Paris (1 for 4 sections) – broke the power of
the sans-culottes
• Central government was divided into 16 committees
responsible to the Convention. 25% of members
changed each month.
• Remit of CPS was limited to diplomacy, military
operations and war materials.
• New representatives-on-mission sent to oversee
changes and remove Jacobins from power
31 August 1794
Powers of the Paris Commune were reduced.
18 September
Church and state officially separated
• State stopped paying clerical salaries.
12 November
Jacobin Club was closed down and all affiliated societies throughout France were disbanded.
24 December
Law of the Maximum was repealed.
Public workshops, established in an attempt to provide for the poor, became private again.
February 1795
Toleration for all religions was proclaimed but restrictions on Catholic practice still existed e.g. ban on religious dress, symbols,
April 1795
Representatives-on-mission were abolished.
