Dominated by landed gentry’s so there was some consternation regarding the growing new urban centres. Rather than creating barriers there was some intervention where the government deemed it necessary and of the mutual benefit of the state
Combination acts and master + servant act
1799/1800 combination acts and 1823 M+S act was the failure to fulfil a contract of work was a crime punishable with imprisonment. The government put these in place to remove obstacles that prevented profiteering.
Benefits of public policy
Benefitted private industry particularly in the development of new infrastructures so after the consolidation of private enterprise the government sought to promote the long tern stability
Municipal corporations act
1835- removed local council powers from the oligarchies and allowed local councils to take over local utilities such as sewerage and water supply.
Companies needed the permission of the parliament to operate and the gov were able to establish ground rules - the extent to which they could infringe upon owner‘s property rights
Controlling the railways
Stockton and Darlington was conceived in the early 1820 however it needed an act of parliament to incorporate the company and also allow for the acquisition of lands for the project. By controlling these elements, the government was able to influence the development of industry . The 1844 railway regulation act strengthened the state power
Repeal of the statute of artificers and banking co-partnership act
1813 - repeal … provided some regulation of wages and working conditions
1826- banking … joint stock banks cap removed
The removal of these laws promotes laissez faire ideas which prefers to allow market force and private entrepreneurialism to dictate change
These suggest that the government was actively promoting industrialisation, saw these pieces of legislation as hinderance and therefore sought to remove them
Combination acts
The passage of this act evidences a commitment by the government to promote the unhampered development of industry and firmly placed it on the side of the entrepreneurs
