What are the components of an IED.
1/ packaging

3/ means of initiation-switch, igniters or detonator.
May also include:
Power source, safety device, timer, anti-handling device, a booster.
What are secondary devices
Second IED device can be larger than initial devices.
Have been used to injure/ kill emergency services personnel
Who has overall control at incidents identified as having terrorist origins
Police incident commander has overall responsibility for control and coordination of the incident
What’s the LFB IC responsibility at terrorist incidents
Fire IC (Fire Silver) will consult with Police IC (Police Silver) and be responsible for fire fighting and rescue operations
What categories do calls to bomb or terrorist activities fall into.
No warning - device activated
Warning - device activated
Warning device not activated ( made safe)
Regardless of call category IC’s and all personnel are to think:
S for secondary devices
S for safety Cordon distances
S for Safety do not touch
When should LFB personnel search for IED’s
Should not unless devices reported to be on a fire station or a premises to which LFB staff have been attached
Police policy that occupiers best people to know what has been moved/ tampered with
What considerations for siting appliances or committing personnel.
1/ not in direct line of sight
2/ away from glass
3/ away from secondary hazards ( parked cars, garages)
4/ behind cover
5/ upwind if suspicion of chemical / biological
6/ beware secondary devices
7/ request police if not in attendance
How should an appliance be sited
Facing away from IED
Windows down
On direction of police
If popo not in attendance site in a way that can be easily movable if requested later by popo
If repeat calls received Park appliances in different place each time
What measures should be put into place to preserve the scene of a terrorist event.
1/ commit as few people as possible
2/ once fire extinguished and all rescues performed, primary duty of LFB complete.
3/ limit equipment taken into hazard zone
4/ all obviously dead to be left where they are
5/ vehicles to be left until cleared by police.
6/ consider using aerial appliances to observe area and identify location of casualties
7/ media is responsiblity of police. No info to be passed by LFB
What are the UK Terror Threat Levels
1/Low= Attack unlikely 2/Moderate= possible not likely 3/ Substantial=strong possibility 4/ Severe=Highly likely 5/ Critical= expected imminently
What is NILO
National-interagency-liaison officer.
LFB tactical adviser for 1/ conventional Terrorism 2/CBRN terrorism 3/ firearms incidents 4/ public disorder 5/ crisis management
Outline Step 1,2,3
Step 1= 1 person incapacitated, no obvious signs. Proceed normal protocols
Step2 2 proceed with caution but carry out normal protocols
Step 3. 3 or more persons= proceed with caution carry out 1,2,3+
What are the protocols for 1 2 3 PLUS
1/ Evacuate. Get people away
2/ communicate and advise. Give 1st aid and reassurance that further help is in the way
3/ Disrobe
4/ Decontaminate. Impro Decon dry for non caustic wet for suspected caustic

What are the 5 C’s
5C’s are what the EOD officials expect of first responders
1/ CONFIRM: location, position, characteristics 2/ CLEAR: (i)public away(nearest first) (ii) evacuation considered (iii)direct those affected by CBRN to safe area 3/ CORDON: right size, behind cover, away from glass parked vehicles 4/CONTROL: informed, rvp designated & searched 5/ CHECK: cordon area safe, secondary hazards considered, request more resources if needed.
