To prevent a terrorist event. Gives police the power to create a target authorisation in an area, 5-7 days, can be extended to 5-14 days.

This allows police to create target authorisation after terrorist event. 6-24 hrs can be extended out to 48hrs

Police minister must concur with authorisation with 48 hrs if he can’t be contacted. Minister can cancel if he does not agree.
Officer of higher rank can’t cancel.

Gives police power to demand ID from persons in target area

Gives police authority to stop search and detain persons subject of authority

Give police the power to stop and search vehicles in target authority area.
