What is the operational role of the LEOCON

A

Operational
o Monitor emergency operations being conducted by Combat Agencies and coordinate support as required or requested,
o Control responses to local emergency situations where there is no combat agency,
o Open and close EOC as necessary,
o Appoint Site Controllers as necessary and appropriate,
o Conduct Impact Assessments.
Impact Assessment is an urgent, integrated, actively planned process of ongoing assessments that is a function of emergency management and assists in the development of situational awareness. It involves the collection and interpretation of information about damage that has implications for the social, built, economic, natural and government environments. It also identifies the potential need for a longer‐term recovery process.
The EOCON is responsible for ensuring an Impact Assessment is initiated within 24 hours of an occurrence where such an assessment is warranted. The assessment should then be regularly reviewed and updated as the situation evolves in order to eventually achieve a comprehensive assessment.
Whilst this assessment is a responsibility of the EOCON, it will require input from the Combat Agency and other involved stakeholders. If there is no other reason for opening an EOC, consideration should be given to its opening one even if only to bring agencies together for the purpose of undertaking the Impact Assessment.

Furthermore, in additional to the requirement above, Impact Assessments must be undertaken whenever:

A declaration of a Natural Disaster is made for the local area or part thereof, or As requested by the SEOCON.

What are the non operational role of the LEOCON

A

Non‐Operational
o Participate in LEMC meetings and take a lead role to guide and drive the committee in the preparation of multi‐agency plans and the review of other planning arrangements.
It is in the LEOCON’s interest to ensure that any plans developed and / or approved by the LEMC are appropriate to the local area as these plans become the basis by which the LEOCON will be conducting emergency operations in either the control or support role. Incomplete or inadequate planning processes will be counter‐productive to the effectiveness of the LEOCON as these processes and arrangements are the strength of the framework by which the LEOCON operates.
o Establish an EOC in accordance with the LEOC Policy including the development and maintenance of:
 EOC SOPs,
 Operational Contact Directories,
 Resource Registers,
 Vulnerable Facility Registers, and
 Evacuation Centre Registers.
Develop and maintain liaison with stakeholders,
Chair Local Rescue Committee in accordance with the provisions within the SERM Act and the Rescue Policy, and arrange for the associated activities including:
 Ensure the Agendas and Minutes are prepared and distributed in a timely manner,
 Undertake Rescue Risk Assessments, and
 Undertake Rescue Audits.
Maintain familiarity with local rescue capability and resources in addition to accredited units,
Undertake tasks referred by SEOCON, DOCON, SEMC, DEMC, SRB or DRC, and
Participate in and drive the preparation of multi‐agency exercises to test and review local planning arrangements.
