The Nazis created their own local party structure. Gauleiters effectively took over from RGs. The Nazis also tried to ensure (using violent means) that influential figures like mayors were Nazi supporters.
How did Hitler centralise power in the Civil Service?
Nazi appointees were forced into positions of power and civil servants were required to follow the Nazi line or they were forced to resign.
