Although scepticism grew and propaganda became less effective, most Germans remained loyal to the Nazis.

- Some groups that might have been a focal point for opposition were banned, for example trade unions and non-Nazi political parties were banned
- Other groups that could have spearheaded opposition had compromised themselves by cooperating with the regime
- Nazi police were highly effective at silencing opposition to the regime
