A
  • It indicates a mandatory requirement.
  • no discretion is permitted and no judgement shall be made.

E.g 1 - caution notices shall be attached at all points of isolation

2 - safety distance shall be maintained from all parts of the equipment.

What is the definition of “shall where practicable”

A
  • Used to qualify a requirement
  • where it is possible to achieve , in light of current knowledge and invention, then the requirement shall be met.
  • to avoid the requirement on the grounds of difficulty, inconvenience or cost.

E.g. 1 - AP “SWP” visually check that an electrical parallel path exists prior to carrying out HV switching. (On load changeover)

What is the definition of

“ shall where reasonably practicable”

A
  • used to qualify a requirement
  • then a judgement shall be made as to what is reasonable.
  • this shall take into account an assessment of the magnitude of the risk on one hand
  • and on the other the cost, time and trouble and the effort necessary for averting risk.

E.g. 1 - PE’s SWRP be applied between the POI and the point of work.

2 - if an individual operation cannot be complete, the recipients of the switching instructions SWRP restore equipment back to original position and report back to CP informed.

3 - WRP IGDD gas alarms shall be checked and confirmed prior to AP reporting back operations carried out to control person safety.
