What is rule 2.3b

A

Encroachment permitted within safety distance without a document

  1. POI established for equipment in interlock cages Not RP to maintain safety distance.
    - individuals may encroach no closer than 1 metre from exposed HV conductors for application/removal of (TRD)type registered devices ( R2.2)
  2. POI established in indoor 132kv subs Where not RP to maintain safety distance with zone.
    - within the zone individuals may encroach to apply/remove TRD to the bus bar isolators, bus coupler and bus section isolators.
    - providing HV conductor to be approached is earth via a fully rated earthing device.

What is rule 3.1

A
  • work carried out on Or near to HV equipment
  • SAP assesses the means of achieving safety from the system (SFTS)
  • SFTS achieved by limiting scope of work or work area, Instructions clearly defining limitations shall be given.
  • if SAP decides it necessary to confirm the instruction in writing, he shall consider a LAC.

What is rule 3.2

A

When SFTS can’t be achieved by limitation following apply.

  • HV equipment ID by planning process / SAP & CP (O) 1 shall prepare and release from operational service
  • CP (O) 1 pass to CPS (S) 1 via SSC
  • CP(s)1 shall ensure equipment is isolated and POI established for work and where practicable locked.
  • PE’s shall be applied within zone established by POI’s. WRP PE’s shall be locked.
  • Modern GIS kit has combined isolation/earth switch, means PE may be applied within an isolated zone before POI established.
  • contents adjusted to a level to avoid danger. If drain valves exists the SWP be locked.
  • HV equipment shall be vented and locked WRP, if danger could arise from pressurisation.
  • HV equipment shall be purged of dangerous contents if internal access is required. Equipment shall be restored to atmosphere when purging is complete.
  • when danger could arise from released stores energy, action shall be taken to contain equalise or dissipate this energy safely.

A

B - no other HV documents to be in force on same equipment.

What is rule 3.5

A

When HV earths require removal of PE’s SFW shall be issued.

  • providing SFTS maintained precautions shall be applied.
  • PE’s to be removed shall be identified
  • essential supplies which may be restored to enable work shall be defined using ROMP procedure
  • work carried out to approved SFW procedure NSI 9
  • no other HV document shall exist within the same isolated zone unless under approved procedure.

The operation of equipment shall never involve pre- arranged signals or use of time intervals.

Acceptable for operational switching

E.g - if a POI is to be create in the tomorrow morning 6am on L23,in readiness for a PFW issue. CP (O) can issue instructions to maintain voltage control.
