Rules 1,2,3,6,7,8 mixture Flashcards
What is rule 1
- Application of rules
- safety rules shall be applied when working on or near to items of equipment which are part of a system
- equipment shall be added and removed as in accordance with a management procedure.
Management procedure - NSI 33 (add/remove of equipment to/from the system)
What is rule 2
- approach to exposed HV conductors and insulators
What is rules 2.1
No body or object shall approach within specified safety distances to exposed HV conductors / insulators.
- unless live line working and rule 2.2 or rule 2.3
What is rule 2.2
Only objects permitted to encroach safety distance ( within zone established points of isolation)
- voltage type measuring devices
And
- earthing devices and associated application device.
What is rule 2.3a
- POI’s established
- danger excluded by earthing
- encroachment is permitted under an appropriate safety document
What is rule 2.3b
Encroachment permitted within safety distance without a document
- POI established for equipment in interlock cages Not RP to maintain safety distance.
- individuals may encroach no closer than 1 metre from exposed HV conductors for application/removal of (TRD)type registered devices ( R2.2) - POI established in indoor 132kv subs Where not RP to maintain safety distance with zone.
- within the zone individuals may encroach to apply/remove TRD to the bus bar isolators, bus coupler and bus section isolators.
- providing HV conductor to be approached is earth via a fully rated earthing device.
What is rule 2.4
Safety distances Up to 33 - 0.8m 66kv - 1 m 132kv - 1.4m 275kv- 2.4m 400kv - 3.1m
- 300mm to be maintained from the part of insulators supporting exposed unearthed HV conductor which are outside specified safety distance.
What is rule 3
Safety precautions Work on or near to HV equipment
What is rule 3.1
- work carried out on Or near to HV equipment
- SAP assesses the means of achieving safety from the system (SFTS)
- SFTS achieved by limiting scope of work or work area, Instructions clearly defining limitations shall be given.
- if SAP decides it necessary to confirm the instruction in writing, he shall consider a LAC.
What is rule 3.2
When SFTS can’t be achieved by limitation following apply.
- HV equipment ID by planning process / SAP & CP (O) 1 shall prepare and release from operational service
- CP (O) 1 pass to CPS (S) 1 via SSC
- CP(s)1 shall ensure equipment is isolated and POI established for work and where practicable locked.
- PE’s shall be applied within zone established by POI’s. WRP PE’s shall be locked.
- Modern GIS kit has combined isolation/earth switch, means PE may be applied within an isolated zone before POI established.
- contents adjusted to a level to avoid danger. If drain valves exists the SWP be locked.
- HV equipment shall be vented and locked WRP, if danger could arise from pressurisation.
- HV equipment shall be purged of dangerous contents if internal access is required. Equipment shall be restored to atmosphere when purging is complete.
- when danger could arise from released stores energy, action shall be taken to contain equalise or dissipate this energy safely.
What is rule 3.3
Where work doesn’t require earths removed issue a PFW.
What’s is rule 3.4
Where working on HV equipment and it’s essential to ROMP for approved work whist PFW out.
A - approve ROMP procedure shall be used, specifying requirements to maintain SFTS
B - no other HV documents to be in force on same equipment.
What is rule 3.5
When HV earths require removal of PE’s SFW shall be issued.
- providing SFTS maintained precautions shall be applied.
- PE’s to be removed shall be identified
- essential supplies which may be restored to enable work shall be defined using ROMP procedure
- work carried out to approved SFW procedure NSI 9
- no other HV document shall exist within the same isolated zone unless under approved procedure.
What is rule 6
The operation of equipment shall never involve pre- arranged signals or use of time intervals.
Acceptable for operational switching
E.g - if a POI is to be create in the tomorrow morning 6am on L23,in readiness for a PFW issue. CP (O) can issue instructions to maintain voltage control.
What is rule 7
Demarcation of work areas - NSI 6
Work shall be clearly defined and where necessary physically protected to prevent danger to individuals in the area from system hazards
