to fulfil the requirements of philosophy the following principles have been adopted in formulating the rules.

- rules are only concerned to achieving safety for persons

B - when work is to be carried out on equipment the primary means of achieving safety is through isolation.

B.2 - where practicable the isolating devices shall be locked.

In the case of HV equipment, this shall be followed by earthing.

Where reasonably practicable the earthing devices shall be locked.

In the case of mechanical equipment this shall be followed by draining venting and purging as appropriate.

- these three functions cover different responsibilities which are treated separately in the rules.
- the rules do not preclude one person performing all three functions.
