What steps should the initial IC take at an ice or surface water rescue?
- Report to the last seen point
- Provide a size up
- Establish the incident as a rescue or recovery operation
What is a rescue operation?
A chance to save a life, extended up to one hour after the known submersion time
What is a recovery operation?
- No reasonable chance to save a life, known submersion time is greater than one hour.
- Property recovery only, no victims
All personnel working within how many feet of any ice or water surface shall wear a PFD?
