What steps should the initial IC take at a confirmed or suspected hazmat incident?
A
- Establish a stationary IC post that is uphill and upwind
- Isolate and deny entry to the area surrounding the release for a distance of 330’
- Account for all persons within the isolation zone
- Control ignition sources within the isolation zone
- Evaluate resource needs and advise Jeffcom
- Attempt to identify the amount and type of materials released from a distance
- Account for exposures and evacuate as necessary
- Plan for unified command and establish a communications plan that allows for interoperability

A
When it is determined through reliable witness information or line of sight that there are viable victims unable to rescue themselves.

A
When there is no reliable information available regarding the status of victims or there is a high likelihood that rescue efforts will be unsuccessful.
