What information should be obtained at vehicle lock-out calls?
Name of owner/driver
Vehicle license number
Brief description of vehicle
Ensure the driver is aware that they shall pay for any cost incurred
What would necessitate immediate action at a vehicle lock-out?
Life safety concerns. Break window farthest from occupant in trouble
What options may be made available to driver/owner of vehicle at a non-emergency lockout?
Tow request
Locksmith
Contact a dealership regarding that model
Roadside assistance
CAA
Obtain 2nd set of keys
At a vehicle lock-out, What assumptions shall be made until proven otherwise?
The patient’s safety is at risk and it is an emergency situation
When is it ok to use locksmith tools to open a door?
Never
What may be involved in scene stabilization at an MVC?
Traffic control (temporarily when necessary)
Deploying a foam handline
Dealing with hazards (downed lines, fuel spills)
Ensure adequate lighting
What risk is involved with a hybrid vehicle?
Orange power cable underneath vehicle. It is not to be touched, cut or disconnected at any time.
What other considerations should be given to hybrid vehicles?
Even when no noise is heard, they may still be powered and turned on
High voltage system needs to be shut down prior to entering a damaged vehicle
There may be residual power in other batteries
When submerged:
- avoid contacting any electrical components
- Turn off ignition at most, do not attempt any other disabling techniques
- If ignition cannot be turned off, wait until vehicle is removed and drained of water before disabling attempts
What is the responsibilities of first arriving apparatus for a TR call?
Initial report
Size-up and info gathering
Begin to develop IAP
Request TR team if not included in initial dispatch
Assign duties
Relay pertinent info
What is involved in a TR size-up
Talk to witnesses
Number and location of victims
Age and status of victims
Medical emergency?
Hazards
Type of rescue required
Need for additional assistance
When is hot-zone entrance allowed at TR call?
When personnel have required training and equipment to effect rescue
What are the 3 levels of Elevator Rescue
1 - Standby - Non Life-Threatening
2 - Removal - (passive measures to remove victim) Allowed when 90 minutes has elapsed for entrapment, Non-life threatening medical factors are involved,
Severe environmental factors are a concern (heat, etc)
3 - Rescue - (forceful measures are warranted)
Immediate threat to life,
Extreme environmental factors
Who may remove trapped occupants from the elevator?
Only personnel, trained under the Technical Standards & Safety Authority (TSSA), using approved equipment and endorsed procedures
How many certified personnel are required to respond to an elevator rescue?
Minimum three
What is required for Level 1 Elevator Standby?
Get superintendent
Have super contact elevator company and est. time of arrival
Size-up
Assess occupant conditions, notify ambulance if required
Remove patient if necessary
Continue to assess conditions of trapped persons until handed off to responsible person
When can Fire clear an elevator standby?
When Captain is satisfied that responsible person is standing-by and assessing for occupant condition changes. Also, they have been informed to call 9-1-1 in the event of an emergency.
Where are 2 places elevator company info should be located?
Fire Plan Box
Elevator Room
What should be done if no on-site representative is available at elevator rescue?
Elevator company and contact info should be located and forwarded to Fire Control
What is required for Level 2 Elevator removal?
Ensure EMS notified
Establish Elevator Rescue Sector
Allow only certified personnel to extricate occupants
Prior to removal of trapped occupants, lock-out/tag-out procedures shall be performed on the MAINLINE DISCONNECT
(Do not shut-down mainline disconnect if “DRIVE SHEAVE” is rocking back and forth or yo-yoing
Ensure certified personnel or mechanic supervises evacuation of patients
What happens when elevator mechanic arrives on-scene?
They assume direction of crews
makes sure comms with mechanic at all times
What is required for Level 3 Elevator Rescue?
Lock out/Tag out of Mainline Disconnect, unless yo-yoing or moving of drive sheave
Open landing door using any of the prescribed methods
Remove trapped patient
What is done at Elevator Rescue scene termination?
DO NOT place elevator back in service, leave that to elevator representative
Clear scene once confirmed that building rep has assumed responsibility
Have fire control advise TSSA of incident
What considerations are are given in obvious deaths in machine rescue?
Equipment shall not be altered, moved or tampered with prior to PRP or Ministry of Labour approval
What shall be done prior to machine rescue?
Energy Sources shut-off or removed
Full Lock-out/Tag-out when necessary
What is IC role in Machine rescue?
Ensure PRP, Peel EMS and Ministry of Labour (contacted by police) are contacted
Utilize on-site expertise as needed
RSO is designated and announced
ISO designated and announced
Additional squads requested if needed
Working zones are established
Roles of RSO at machine rescue?
Ensure the following:
- All moving parts of machine are secured and controlled
- Energy sources to machine are controlled and managed
- Assist IC with IAP
- Complete machine rescue worksheet as required
- Supervise rescue activities
