devolution is currently asymmetrical with England as the only one of four nations of the UK without its own parliament
The population and therefore the number of MPs that England has already dominates the UK parliament so why would an English parliament be needed
it would resolve the west Lothian question , it could resolve concerns over the Barnett formula and funding of other regions
would raise the question of the legitimacy and powers not the UK gov if bought into exsistence
it would continue the increasing trend for devolution already evident in UK politics
there is little public de4sire for this change
a version of this has been trialled through English votes for English laws EVEL
the gov is able to enact legislation that has the effect of an English parliament without creating one , ie EVEL or the governments levelling up agenda
it may allow a new constitutional settlement that would make it easier to maintain the union in a time of rising nationalism
the government has also overcome this problem by devolving power to the regions of the UK ie the plan to create a ‘ northern powerhouse ‘
