What system failures affect movement rate (6)
Are the flow rates the same in LVPs?
SMR, ATM, CCDS, NAS Link/EFPS, Stopbars, both strip printers
No, they decrease in LVPs, in LVP B an AOD vehicle may be required otherwise no movements can take place

Who determines the flow rate if movements are restricted? Who do they tell?
WM/ SCOD determine gaps to fit flow and tell GSA, traffic manager and AOCC
Also to advise traffic manager of any change in LVP status and agree new rate (log it!)
Can you give a conditional clearance to cross any illuminated stop bar?
NO!
What actions do you take if the runway stop bar is failed ON?
LLAO requested to provide AOD vehicle to escort aircraft over the runway stop bar, give own specific clearance.
Must be visible to the controller, can be satisfied by use of SMR. Applies to aircraft, vehicles and tows
What actions do you take if runway stop bar is failed OFF?
AOD vehicle to act as temporary barrier, they will monitor the frequency and vacate when a movement takes place.
If not possible the holding point to be removed from service using a portable barrier.
If the vehicle requires access to the runway, to vacate follow standard procedures.
Caution as increased risk or runway incursion, can be used in LVPs and at night.
What do you do if an intermediate stop bar is failed ON?
Follow Mats 1 sec 2 chap 1, 11A. Should be visible to controller, can use SMR. Pilot should be in no doubt as to their instruction
What do you do if an intermediate stop bar is failed OFF?
No affect CAT 1 or LVP A
In LVP B a block is between operable stop bars only.
What phraseology would you use to cross a stop bar stuck ON? What is the exception?

RFFS in emergency do not need to specify individual lit stop bar to cross.
If LTCC evacuate what procedures are to be followed?
Airbourne traffic in contact with air offered immediate return to land. If visual circuit and landing not possible may not be available as no radar service.
TC will stop all departures, transfer established arrivals on final to tower, issue air with holding instructions for airbourne aircraft still with tower.
If London Area in Manual and FLOP what can your expect?
GSA will inform ATC, may stop all departures and issue CTOTs as required
BOCA or copperchase strips to be generated and GSA will release aircraft on a tactical basis
TC pass verbal estimates and squawks for all arrivals, pass to AOCC
Departures squawks from the appropriate FDS position.
GSA will instruct when normal ops can be resumed
