What action is to be taken by a talk down controller if, after allowing sufficient time for the pilot to establish RT contact, no call is received?

A

PAR controller will wait for the pilots initial call.
If no contact, the controller will transmit instructions to the pilot which will involve a change of attitude in azimuth or elevation or if it can be checked, the transponder.
Visual evidence of compliance will confirm that the pilot is receiving instructions and will enable the controller to continue the PAR after informing the pilot of his intention to do so.

Early in procedure:
Continue as SRA
