- Perform an initial size-up and gather information
- Begin to develop the incident action plan
- Assign duties to apparatus personnel
- Relay any other pertinent information to fire Control and incoming appatatus

- c) What is burning?
- d) How do you get there?
According to SOG 3-24, Structure fire,
The size-up and information collected shall be used to develop an incident action plan. this plan shall; (3)
Reflect the tactical priorities of the fire ground bearing in mind an appropriate hazard risk assessment and/or risk vs reward evaluation.
The plan must be easily communicated with clear objectives.
It must be understood that the plan also must allow for some flexibility and that the plan must be constantly evaluated and updated.

Pertinent information shall be relayed to fire control and incoming apparatus and may include: (8)
- Operating mode of initial personnel, i.e. offensive or defensive
- Status of the occupants
- Location of the fire
- Designation of the Alpha side
- Request for additional resources
- Downgrading apparatus
- Establishment of hot, warm and cold zones
- Other information as required

What are the first alarm responsibilities: (17)
- Initial report
