According to SOG 23-01 Fire Alarm Activation - No Access,
Once the determination is made that access cannot be gained to the occupancy the Incident Commander (IC) shall; (confirm 3 things)
- Confirm that a key-holder has been notified
- Confirm the time of the notification
- Confirm the estimated time of arrival for the key-holder
According to SOG 23-01 Fire Alarm Activation - No Access,
How long shall personnel wait with no access or fire conditions
Personnel shall wait thirty (30) minutes from the time the call was received for a key-holder. Apparatus are to be considered “available” while waiting. Wait times in excess of thirty (30) minutes will be at the discretion of the IC.

Where no key-holder responds and access to the occupancy cannot be gained, personnel upon completion of their checks, shall
Complete a “Notice to Rectify” (NTR) that is to be left in a prominent place and leave the incident scene.
NTR’s issued for residential occupancies are for the homeowners information, they should be noted as such and will not require any further follow-up.

If access cannot be made through normal means forcible entry should occur if:
- There are visible signs of fire
- There is a visible, steady, uninterrupted water flow
- There is an obvious potential for an immediate danger to life or property (for example – a strong odor of a flammable gas)
- There is a reasonable possibility that a medical emergency prompted the alarm activation

When notified that forcible entry has been used to gain access to the secured premise, Fire Control shall notify; (3)
- Peel Regional Police
- The Alarm Monitoring Company
- The on-duty Platoon Chief

When personnel have attended a occupancy and no key-holder was met, a follow up visit should occur either by on-duty fire personnel or a Fire Prevention Officer within a reasonable time period in order to:
- Update key-holder lists
- Ensure the issued “Notice to Rectify” has been received and understood
- Advise the owner/occupants or their representatives with regard to the correction of their system deficiencies
- Make the owner/occupant aware of the key-box system
- Tour the premise for familiarization purposes and answer any questions

Anytime forcible entry has been used to gain access to a premise the IC shall
Notify Fire Control

While performing a 360 personnel shall
Preform a thorough check of the exterior, including the use of the thermal imagining camera, to ensure no fire hazard or medical problem exists and to determine the cause of the alarm.
