When the officials arrive on the floor but no later than the 10 minute mark on the game clock.

Official scorer, public address announcer, game clock operator and shot clock operator.

They must know how to reset the game clock to tenth of a second and the red light must go off simultaneously with the horn and 0:00:00 mark on the game clock.
