When a player attempts a legitimate offensive or defensive move and an extended elbow makes more than incidental contact with a legally established opponent

When a player attempts to move when there is ample room but despite the obvious risk still continues and makes significant contact - also includes if the elbow is swung, apart from a basketball move, makes significant contact.
