Special Populations
Federal Carl D. Perkins Career and Technical Education Improvement Act of 2006 (Perkins IV):
Aims to increase the quality of tech ed within US in order to help economy. The Perkins Act provides $1.3 billion per year in federal support for career and technical ed programs in all 50 states, including support for integrated career pathways programs.
Perkins IV mandates serving special populations and documenting the achievement of each group to achieve established performance levels. Areas of achievement relate to: (6)
- career and tech ed program completion,
- earning 12th grade diplomas,
- placement of 12th graders following program
- completion (are they placed in internships or jobs),
- nontraditional program enrollment,
- nontraditional career program completion.
Special populations as defined by Perkins IV are:
- individuals with disabilities,
- individuals from economically disadvantaged families including foster children,
- individuals preparing for nontraditional training and employment (certain genders being enrolled in certain programs),
- single parents,
- displaced homemakers (once received support from
- someone else or government assistance that no longer supports them),
- individuals with other barriers to ed achievement including individuals with limited English.
Nontraditional training and employment: Nontraditional careers refer to those careers where less than ____ percent of one ______ is represented. A career is designated as nontraditional by federal legislation and more specifically identified by the CDE. This changes from year to year because it is due to a percentage.

Major issues related to success in pursuing nontraditional careers are:
- awareness of the need for equity in education for both men and women,
- recruitment processes that provide adequate exposure,
- training that assures equity in the classroom and addresses job retention,
- placement after secondary and adult ed that reflects the students’ nontraditional career goals.
