The Children’s Internet Protection Act (CIPA), enacted by Congress in 2000 as part of the Consolidated Appropriations Act, provides three different types of funding:
aide to elementary and secondary schools, Library Services and Technology Act (LSTA) Grants to states for support of public libraries, the E-rate program that provides technology discounts to schools and public libraries.

Schools subject to CIPA have two additional certification requirements:

access by minors to inappropriate matter on the internet, the safety and security of minors when using e-mail, chat rooms and other forms of direct e-communication, unauthorized access including “hacking” and other unlawful online activities, unauthorized disclosure, use and dissemination of personal info, measures restricting minors’ access to materials harmful to them (schools can include other topics as well and have students and parent sign it).
In US v. American Library Association (2003), the Supreme Court upheld CIPA, ruling that it
does not violate the First Amendment because libraries may disable the filters for adult patrons upon request.
