You are the deputy LPA commander when you receive a briefing from the duty inspector that there has been a death after police contact where an officer has restrained a black prisoner and killed him. What are your thoughts and considerations?

Answer 2

First of all, this is an important area for policing. There have been occasions where police have got this wrong and it is my role, on behalf of the force, to grip this up and deal with this effectively.

Information - black male has been restrained by us and has subsequently died. There are some significant gaps with what we know at the moment that will become apparent as the investigation as unfolds - what was the cause of death? What was he under arrest for?

Assess the risk:

1. Reputation of the force - HIGH - need to grip
2. Risk to the public from the officer- MEDIUM - where is that officer now? Do they pose a risk to the public?
3. Risk to the officer - MEDIUM -family of the deceased
4. Wellbeing of officers
5. Community tension and disorder
6. Risk to the public from us dedicating resources to this - what isn’t being dealt with?j
