A

Any incident where the EFFECTIVENESS of the police response is LIKELY to have a SIGNIFICANT impact on the long term CONFIDENCE in policing of the:

  1. Victim
  2. Their family
  3. Community

Or has the POTENTIAL to generate grave public concern at a local, regional or national level.

What is a death or serious injury after police contact?

A

At the time of death or serious injury, the person had been arrested, not been released and was being detained by police.

Or

At OR BEFORE the time of death or serious injury the person had contact of any contact whether direct or indirect with a person serving the police who was acting in the execution of their duties AND there is an indication that the contact MAY have contributed to their death or serious injury.
