Responsibilities under a Duty to Intervene
1) shall intervene to prevent use of unreasonable force
2) shall report the incident to the appropriate supervisor as soon as reasonably possible but no later than the end of the shift
Threat Perception categories
Assaultive Bodily Harm/ Death - Deadly Force
Assaultive Bodily Harm - Defensive Tactics
Resistant Active - Compliance techniques
Resistant Passive - Contact controls
Compliant - Cooperative controls
When is there increased risk for serious injury with an incapacitating agent
Subject less than 2 feet away
Subject in an enclosed area
subject lacks for reflexes like blinking or otherwise incapacitated
After a subject is pepper sprayed what is protocol?
After secured, get him doused with water
Where can’t you hit with a service baton
no blows above the thigh (except for arms)
Department will have EMT examine all suspect under these categories:
1) has an obvious injury, which in DS opinion, requires treatment
2) requests medical treatment for any injury whether obvious or not
3) ingests or swallows any controlled substance
Does the PS have to respond to the scene to complete a use of force report by the end of the tour?

How long does the commanding officer have to submit a use of force report through the channels to the Commissioner
