Explain the traffic deterrence theory?
Drivers are deterred from engaging in risky driving behaviour because they believe that police detection and enforcement is likely, difficult to predict, and difficult to avoid.
Explain how you urgent Duty Driving?
UDD must be justified in response to the threat.
Lights & sirens must be used continuously unless a tactical response is undertaken.
Ensuring a continuous TENR will assist in minimising risks to all.

What are the overriding Principles of UDD?
The public & police employee safety takes precedence over the necessity to undertake urgent duty driving.
Additional overriding principles of UDD?
- public & police safety must be prioritised
- UDD conducted in the safest possible manner
- Staff must drive at a speed & manner appropriate to circumstances
- Staff are legally responsible for their actions
- will use TENR, &
- category A vehicles are preferred for urgent duty driving as they are more visible.
** No duty is so urgent that it requires the public or Police to be placed at unjustified risk.
What is the preferred vehicle to use for UDD
Category A vehicles (more visible)
- Where it is necessary to use a vehicle other than a category A, staff must factor this into their threat assessment.
When can you preform UDD?

- serious incident
- gathering evidence
- apprehending an offender
- fleeing driver (in accordance with the Fleeing driver policy)
- providing security to an official motorcade
- an urgent duty & to comply with the speed limit is likely to prevent or hinder that duty being executed
- activities approved by the Commissioner in writing.
What is a serious incident in regards to UDD?
includes situations where:
* force or the threat of force is involved
* any person faces the risk of serious harm
* Police are responding to people in the act of committing a crime.
Factors to consider when UDD?
- is incident still in progress?
- nature & seriousness of incident
- proximity of incident
- proximity of other units
- environment
- driver classification, m/v classification, heavily laden m/v & m/v passengers
- warning devices are activated or a ‘tactical approach’ is being used, and
- vehicle type.
When must lights & sirens be used in UDD?
at all times (continuously) while undertaking urgent duty driving unless a ‘tactical approach’ is used.
What is a ‘tactical approach’ in relation to UDD?
- adjusting vehicle speed
- turning off or not activating the siren
- turning off or not activating the warning lights
** it should be the exception rather than the rule & be proportionate to the incident
**lights or sirens must be used through intersections
When a tactical approach not be used in relation to UDD?
A tactical approach cannot be used once a fleeing driver incident is initiated. Any deactivation of warning devices must be in line with the fleeing driver abandonment procedure.
Do you have an defence when going through a stop sign, give way sign or traffic signal while UDD?
Yes, if the act or omission was necessary in executing your duty.
Rules when proceeding through lights, stop signs, give ways etc
You must:
* display lights or a siren
* not exceeding 20 km/h
* taking due care to avoid collisions with pedestrians and other traffic.
Note: All of these conditions apply.
Section 114 - Freshly pursuing. What information must you tell the driver of the vehicle and the home occupier?
Your name
that you are freshly pursing
and section 114
What driver class can pursue?
Gold Class.
A silver can only pursue in extenuating circumstances and must be taken over by a Gold ASAP
If you are a Level 2 Responder can you initiate a pursuit?
Yes, as long as you are a Gold Class Driver
What is the Police response when responding to a fleeing driver?
x4 things
Reasonable, proportionate & necessary
lawful
justified, considering all circumstances
Compliant with Police Instructions and Policy
What take priority over the immediate apprehension of a fleeing driver?
Safety of Police staff, the public and the vehicle occupants
Will a decision not to pursue be supported by Police?
Yes
Can staff be criminally liable if their actions contravene legislation?
Yes
What are the two reasons that are justified for initiating a pursuit?
Threat posed by the driver/occupants
or
Seriousness of an offence suspected to have been committed
With a pursuit, what information must you give ECC?
Initial reason for wanting to stop the driver
The intention to signal the driver to stop
Whether a pursuit is going to be initiated if the driver fails to stop
Any plan to stop a fleeing vehicle
Why should ECC be advised of a possible fleeing driver?
Enable ECC to assist planning the response and assessment against the Fleeing Driver Framework
What are the four anchoring factors while considering your TENR in regards to a fleeing driver?
Time of day
Environment (traffic, location)
Driver/occupant profile
Offence
If you decide not to pursue, or abandon the pursuit what must you do?
Tell ECC and request they create a FLEE event
Immediately reduce speed or remain stationary if already stopped
Deactivate lights and sirens
Stop as soon as safe to do so
Advise ECC you are stationary and your location
Should lights and sirens be used at all times in a pursuit?
YES
