  1. Safety of the of all takes precedence over the apprehension of driver
  2. Failing to stop or remain stopped is not a sufficient reason to commence a pursuit
  3. An investigation is preferred over the commencement of a pursuit
  4. It is only justified when the threat posed by the vehicle outweighs the risk of harm created by the pursuit
  5. Police will consider the likely impact of any response particularly when there is youth or children involved
  6. All staff are responsible for ensuring the pursuit is managed as safely as possible
  7. A decision not to pursue will be supported
  8. All fleeing drivers will be investigated to identify offender
  9. Events will be reviewed in a timely manner to identify and effectively manage health and safety risks training issues systemic issues or lessons learnt
