The stakeholders’ wants and needs clearly defined with acceptance criteria.
Note: They should focus on what is required rather than how it will be achieved. High level requirements should be gathered initially in the Concept phase and then developed further and agreed in Definition.

The Process of capturing, analysing and justifying stakeholders’ wants and needs.
What are some communication pitfalls in Requirements Management?
-Users struggle to articulate what they want.
-Requirements managers misinterpret what is said.
What is the process for Requirements Management?
-GATHER requirements from stakeholders.
-ANALYSE the requirements (looking for overlaps, gaps, conflicts).
-JUSTIFY the requirements (i.e distinguish wants from needs).
-BASELINE the needs before developing the solution.

What does Baselining the requirement mean?
Placing the requirements document under change control so that it cannot be changed without authority.
