General requirements for the competence of testing and calibration laboratories
General Principles of ISO 17025- Capacity
The lab must have the resources (people, facilities, equipment, etc.) in order to undertake the work and produce technically valid results
General Principles of ISO 17025- Exercise of responsibility
Persons must be allocated the authority to execute specific functions; must demonstrate accountability
General Principles of ISO 17025- Scientific method
Work carried out by the lab must be based on accepted scientific approaches, preferably consensus based, and any deviations from accepted scientific methods must be substantiated in a manner considered generally acceptable by experts in that field
General Principles of ISO 17025- Objectivity of results
Results must be mainly based on measurable or derived quantities; subjective testing must be done only by persons deemed qualified to do so and the subjectivity must be stated
General Principles of ISO 17025- Impartiality of conduct
The pursuit of technically valid results through the use of generally accepted scientific approaches is the primary/overriding influence
General Principles of ISO 17025- Traceability of measurement
Results produced within the scope must be based on a recognized system of measurements that derives from accepted and known quantities (SI system)

The test which produced the objective results will produce the same results within accepted deviations during subsequent testing

Processes should be open to internal and external scrutiny

- Need to perform impartiality risk assessments
- Enhanced requirements pertaining to complaints and confidentiality
- Risk-based internal audits
- Enhanced requirements for reporting
- Statements of conformity and “decision limits”
Impartiality
Presence of objectivity –> conflicts of interest may exist, but are resolved so as not to adversely influence subsequent activities of the lab

Body that performs one or more of the following activities :
- Testing
- Calibration
- Sampling associated with testing and/or calibration
Decision rule
Rule that describes how measurement uncertainty is accounted for when stating conformity with a specified requirement
Verification
Providing objective evidence that a given item fulfills specified requirements
* not every verification is a validation
Validation
Verification where the specified requirements are adequate for an intended use
