Top layer that thaws during the summer which allows plants to grow. It then freezes again in the winter

When permafrost melts it can cause ?
A
1) the ground to become soft/ mushy which damages buildings
2) more plants to grow causing a increase in animal population, which increases the greenhouse affect. ( more release of carbon dioxide and methane )
