Performance review of operations (PRO) - PN 417
The PRO process is designed to aid the improvement of service delivery by identifying and responding to what?
(2)
- Best practice.
- Areas of under-performance.
Performance review of operations (PRO) - PN 417
A record of exceptions reported under Best practice and Areas of under-performance is to be captured through what reporting process tool?
IMPD
Performance review of operations (PRO) - PN 417
When can a PRO be undertaken?
A PRO can be undertaken following any incident or training event if the IC or MO believe that it would be beneficial to the attending crews. However, a PRO must take place following:
- All make-up incidents.
- Incidents that involve persons reported or trapped.
Performance review of operations (PRO) - PN 417
Where should the PRO take place?
+
Who’s responsibility is it that a PRO takes place?
+
Who can facilitate a PRO?
Where the attendance at an incident has not exceeded 4 pumps then the PRO can take place at the scene.
+
It is the responsibility of the attending station manager (SM) to ensure that this takes place.
+
The PRO can be facilitated by a watch manager (WM).
Performance review of operations (PRO) - PN 417
Where is the occurrence of a PRO recorded?
+
By whom?
The occurrence of a PRO must be recorded on the IMPD
+
by the attending or monitoring SM.
Performance review of operations (PRO) - PN 417
If the PRO is carried out after the incident at another location, when must the outcomes be recorded?
Outcomes of the PRO should then be recorded on the IMPD and within 28 days of the incident.
Performance review of operations (PRO) - PN 417
When should a PRO be undertaken at a venue away from the incident ground?
+
Under these circumstances, who should the facilitating officer be in?
For incidents over 4 pumps a PRO should be undertaken at a venue away from the incident ground, and is to be recorded on the IMPD within 28 days.
It will be the responsibility of the station manager attending the incident to arrange the PRO but the facilitating officer should be an independent officer that did not attend the incident.
Performance review of operations (PRO) - PN 417
The facilitator is to ensure that…

- All relevant topics are explored; this is to include observations on behaviour, attitude and any other relevant interactions.
- The resulting actions are agreed and that all exceptional observations are recorded on the IMPD.
Performance review of operations (PRO) - PN 417
Who is responsible for the central collection of the data from reviews, its analysis and reporting?
+
How is this done?
Incident management policy is responsible for the central collection of the data from reviews, its analysis and reporting.
+
This will be done through trend analysis of the IMPD.
Performance review of operations (PRO) - PN 417
What happens with the outcome of the analysis of the reviews and how often does this take place?
The outcome of the analysis is presented to the operational directorates co-ordination board (ODCB) each financial quarter.
The ODCB will decide the influence of the analysis in respect of their current and projected work programmes.
