In making shift assignments for civilian employees, a supervisor shall consider
(a) seniority (including the total length of service with the City, including service in other departments), (b) job performance, and (c) any potential family hardship for an employee who may be assigned to a particular shift. Notwithstanding the foregoing, the supervisor shall make shift assignments primarily based on the needs of the Department.
All eligible civilian candidates shall be interviewed by a committee, appointed by the Chief of Police, or designee, consisting of at least
three (3) supervisory personnel (sworn and/ or civilian), of which two have a knowledge of the functional area the candidate(s) shall supervise.
