The Chief of Police may assign specific activities as necessary. These activities include, but are not limited, to the following: [15.1.1]
A. Formulation of organizational goals and objectives.
B. Strategic planning.
C. Assist in the preparation of statistical and annual reports reflecting methodological considerations and techniques of analysis (e.g., statistical methods, subjective judgement, synthesis).
D. Assist external agencies in their research initiatives by completing surveys and request for information.
The department shall develop a multi-year plan, which anticipates long-term problems and suggests alternative solutions to them. The plan shall include, but not be limited to, the following:
- Development of goals and operational objectives based in part on administrative needs and forecasts. Input shall be solicited from employees in the same manner that annual goals and objectives are solicited (refer to General Order ADM-11, “Goals and Objectives”). [15.1.3a]
- Anticipation of personnel levels, workload, and population trends using budget projections, service demand, and manpower studies. [15.1.3b,c]
- Projections for capital improvements and equipment needs. This shall be based on depreciation of existing equipment and improvements in the quality and level of public service.
- The Office of Accreditation & Planning shall ensure the plan is consistent with the goals of the Chattanooga Police Department and is in compliance with accreditation standards.
