Pasar por is often used in a figurative sense to mean “entail” or “involve” or, especially referring to solutions and changes, “lie in”. When it is followed by que, it refers to something that is desired or required and therefore follows the usual rules and goes in subjunctive.

Changing the current situation will entail making people aware of the issues
