In ICE there is Hydrogen binding whereas in water there isn’t
- therefore there is EFFECTIVELY 4 bonding regions around Ice, but 2 bonding regions and 2 lone pairs around water
- lone pairs repel more than bonding regions, hence the water will have a greater bond angle than ice

So think of hydrogen bonds as a bond
