Mentally Disabled Person
Patrol Supervisor Duties
1) respond to scene when requested or when necessary and
- -evaluate situation
- -verify initial notification to CB has been made
- - establishes control to USE OF FORCE
- - directs use of restraining equip
Mentally Disabled Person
PO’s duties
1) ASSESS situation
2) if it becomes a hostage barricade request
–initiate hostage/ Barr procedure
3) SECURE area
4) OBTAIN background info
-mental/medical history
- prescrip/illicit drugs taken
- current problem
- behavior prior to PD arrival
- past violent history
5) AIDED case if behavior not due to mental illness
6) determine if MDP is conducting himself in a manner likely to result in SERIOUS HARM
7) if MCOT at scene
–verify ID by NC dept of mental health photo ID or copy of QMHP designation letter
–receives a completed copy of OMH form 482 (mobile crisis outreach team authorization for transport) if MDP transported
8) if MDP is NOT conducting himself in a manner which can result in SERIOUS HARM
–notifies DO
–considers referral to MCOT thru DO
–reports disposition of assignment
9) If MDP is conducting himself in a manner likely to result in SERIOUS HARM
–SECURES immediate area
– notifies CB of PRECISE LOCATION
– request PATROL SUP
–notify DO the MDP will be taken into CUSTODY
10) requests ESU for restraining equip if MDP is
–extremely VIOLENT
–ARMED w weapon other than FIREARM or LONGARM -AND-
does NOT pose a threat to non dept member
11) requests Ncpd bus
12) maintain control of MDP
13) search MDP
14) use soft, when available, on NON-violent MDP
15) place MDP on BACK on reeves stretcher and
–replace handcuffs w soft restraints
–secure each hand to respective handle on stretcher
–aided person should be on left side facing AMT in bus
– monitor RESPIRATION rate and quality
16) UNLOADS weapon and rides in back of bus/ keep bus cool
17) transport to NUMC except
–an MCOT/QMHP directs to another hosp
–MDP has serious medical condition requiring nearest hosp
18) delivers OMH form 482 to hosp staff
19) prepares aided report and notes in narrative name of Dr or QMHP who authorized transportation
