Zones
Hot - where attackers known to be and immediate threat to life
Warm - where attackers passed through or could re enter and therefore area not gaurunteed safe.
Only personnel who have been trained and issues with correct PPE can work in area.
Cold - Assessed as no immediate threat to life.
Until JAR done and area confirmed clear, crews should withdraw 1000m from hot zone.
NILO represents Brigade to carry out JAR to establish zones.
Roles
Only accept instruction from FRS Officers in cold zone.
FRS retains duty for FF although only undertake in cold zone.
Undeclared no notice MTFA
If comms failure withdraw to allocated RVP in cold zone, or 1000m away from incident if no RVP.
It is the responsibility of the Police to declare MTFA, other agencies can only report it.
Mobilisation resources
Appliances mobilised to RVP or SHA.
Once RVP agreed FRS Command Team with NILO will attend it to undertake JAR with Police Fire Arms Commander and LAS Officer.
SHA
If no RVP resources initially mobilised to SHA in cold zone and will be min 1000m from incident.
NILO IDs SHA.
Could be fire Stn.
RVP
Jointly agreed between all 3 Emergency services. Positioned in cold zone. Location determined by; 1/ location of attackers and number 2/ type of fire arms 3/ amount of substantial cover available
Forward Command Post
- In cold zone, close to boundary with warm zone.
- To allow those trained to deal with MTFA to coordinate a joint response.
- Only specialists can work beyond it.
Actions on arrival at RVP/SHA
A safety briefing will be provided to include;
1/ sit update
2/ designated cold zone area
3/ tasks to be undertaken
4/ agreed comms methods and what to do if lost.
5/ agreed evac signal and what to do
