Joint Emergency Services Interoperability Principles.
Fire/Police/Ambulance interoperability in early stages of major complex incident.
Provides a framework to work together.
Major incident can be declared by any emergency service if one or more of following;
1/ Involve large number of people
2/ Rescue and transportation of large number of casualties
3/ Large scale combined resources of all 3 services
4/ mobilisation of Emergency services and support services and transport operators
5/ Handling of large number of enquiries from public and media
6/ Acts of terrorism

Roles
Police.
- search recovery and ID of bodies on behalf of coroner.
Fire.
- DIM
- safety management inner cordon
- return things to state of normality
- Advise on safety involving fire & rescue.
Overall responsibility for H&S rests with each organisation.
LALO.
- Liaison for council will attend TC meeting and FCP
TFL.
- Silver Manager required to attend TC meeting and FCP

Cordons
- guard scene

- facilitate operations of emergency services & other agencies
•Inner cordon - Immediate security of hazard area
- Tactical commanders Fire & Police jointly agree cordon following advice from other agencies.
- Police control movement through cordon control point.
- LFB responsible for safety off all personnel inside cordon. Liaise MPS counter terrorism on safety issues if terrorism.
- Fire IC will nominate Sector Safety who is responsible for sorting Inner cordon controller (min rank Stn.O) and an assistant FF for each entry point.
ICC issue arm bands and record personnel on IC1. Also ensure those entering wearing correct PPE.
Inner cordon recorder (min Stn.O) ID and record on IC2 and issue armband to those already in cordon and pass details to IC1.
All equip stowed in major incident box on CU. - All in inner cordon must be aware of Brigade evac signal and go to LFB declared safe point.
•Outer cordon - Seals of extensive area around inner cordon
- Police control all points.
- RVP in between inner and outer.
First place all emergency veh. go to
Police control - Marshalling area is between RVP and scene.
For appliances not immediately required at scene.
Controlled by Police. - Forward Command Point is for Command and control vehicles inc. public utilities and local authority.
Veh 10m apart to prevent comms interference.
Police tactical commander responsible for locating site and est. liaisons.
SA can advise location if Chem inc.
•Traffic cordon - Set up at or beyond outer cordon to prevent unauthorised vehicle access
- Emergency veh straight to RVP from traffic cordon.
- Scene access cont. centre est outside outer cordon, controlled by Police to vet access to inside outer cordon.
• Police responsible for checking all areas for suspect devices.

Operational control and deploy resources
Tactical - Formulate tactics to achieve strategy set by strategic commanders.
Detached from immediate response activities.
Strategic -
• Inter-agency resources- if one service requests temporary assistance of personnel from another they & their equip will still remain under command of their service, and they should only be given tasks for which they are trained and not simply supplement another service in a dangerous situation.
Co ordinating groups
Really large incidents may require a strategic coordinating group and open a strategic coordination centre.

Police chair it and record minutes. They also decide times although all can request them.
• All major incidents are monitored in the BCC.
Radiation Inc.
HMEPO - Radiation Protection Supervisor
SA - Radiation Protection Advisor.
Rail Incidents
Network rail will be lead authority for rail incidents on its tracks and those of London Underground.It will provide liaison through the RIO.
For all other property the lead authority will be the nominated TFL company.
Communication
Gold Communication Group.
Heads of communication from emergency services.
Chaired by Senior Police Press Officer, who will report back to operational gold coordinating group.
Statements to media
Police responsible for giving an overview, but each service expected to give details about own response.
Media RVP should be designated at earliest opportunity. Decided following consultation with lead organisations press officer and Tactical Strategic Commanders.
It should be close to site of incident but not affect ops.
Preliminary briefings ASAP, but ideally within 30 mins of first press officer and police spokesman arriving.
Joint emergency services press briefings managed by Police on scene or multi agency media centre.
LAS - responsible for casualty info
Police - fatalities
Decon at CBRN
LFB can do mass decon before arrival of NHS or where LAS specialist resources not presently available.
