what constitutes normal behavior?
behavior that follows a usual pattern, common behavior

behavior that is either deviant from the normal, maladaptive ( hinders functionality in the world), or causes distress

Hospitals became too crowded, so staff needed a way to control the patients, which mostly involved restraints.
