A

Provides a conceptual framework for how evaluators make everyday practice decisions

The framework details how evaluators use their “knowhow” to interpret situations and make decisions in any given situation by focusing on situation awareness (delineating context by considering demographics/physical features of environment, org. Climate, politics, interpersonal factors) in response to the evaluation context, practical reasoning as the basis for decision making, and reflection in action in response to changing environments.
