They are in the cell wall, or surrounding the cell.

How does the cell wall maintain cell structure?
It maintains the shape of the cell, prevents against cellular rupture at high pressure and helps the plant stand against gravity.
How does the cell wall protect the cell from hypotonic solutions?
It prevents any more water from entering the cell once it is full.

They pass through plasmodesmata (small holes between plant cells)
